Steering Committee Roles & Responsibilities

The City, in collaboration with local organizations, including those who work in and are from the Alisal, have formed a Steering Committee of East Salinas residents and stakeholders to guide the Alisal Vibrancy Plan (AVP) process, which is expected to take two-years from kick-off to adoption. In addition, subject-specific Working Groups will be established to provide technical input to the Steering Committee for incorporation into the Plan.

The Steering Committee's primary roles are to ensure that residents and community leaders are engaged and driving the Alisal Vibrancy Plan process, and to develop and review proposed plan content and drafts. The Steering Committee is critical to bringing together the community to share experiences and discuss strategies, as well as connecting their neighborhood networks to events.

It is envisioned that throughout the community engagement process information, ideas and drafts will flow between the community, the Steering Committee, Working Groups, the City and other stakeholder groups via Steering Committee and Working Group meetings, community workshops and charrettes, small group interviews, and other tools. Both Steering Committee and Working Group meetings will be open to the public and will include opportunities for public comment. Meetings will be bi-lingual in English and Spanish.

Composition

The Steering Committee composition will be representative of the community and key stakeholders including residents of the Alisal/East Salinas neighborhoods, residents of subsidized housing properties, business leaders, social service providers, and leaders from the non-profit, education, faith-based sectors. At least two-thirds of Steering Committee members are Alisal residents and those who live elsewhere have demonstrated a strong personal connection and commitment to the community.

The City and Technical Advisory Committee (TAC) partners are continuously working to support members by removing barriers and obstacles to participation and to ensuring the Steering Committee is reflective of the Alisal’s demographics and neighborhoods.

Formation Process

In March and April of 2017, the City announced it was seeking residents to lead the Alisal planning effort and made English and Spanish Steering Committee applications available online, in libraries and community centers, through the City and the TAC’s networks, and were advertised through newsletters, Facebook, and traditional media like radio interviews.

By mid-April the City had received over 60 applications. A subcommittee of the TAC reviewed each application, held small and large group interviews, and made a recommendation to the TAC for Steering Committee membership.
