City of Salinas Housing and Community Development Division

The Housing and Community Development Division enhances the Salinas community by assisting low and moderate income families, reducing slum and blight, and responding to emergencies through the administration of Housing and Urban Development grants and other housing resources and policies. Each year, the Division effectively manages three HUD grants: Community Development Block grant (CDBG), HOME Investment Partnerships Program (HOME), and Emergency Shelter Grant (ESG). In addition, the Division actively fosters housing development by creating incentives (density bonus) and regulations (inclusionary housing), preserving existing affordable housing, providing rehabilitation assistance for lower income households, and funding the development of new affordable housing units.

Carr Lake 


Big Sur Land Trust has acquired a 73-acre property within the area knownas Carr Lake in Salinas, California. The Carr Lake Basin is an approximately 480-acre seasonally dry lakebed in the heart of the city. For decades, the community has envisioned transforming Carr Lake into a “central park.”

Big Sur Land Trust has had 4 Community meetings that determined design priorities and park features, and will continue engaging the public in the final design of the park. In addition to addressing community needs (flood control and lack of open space), the park will be a centerpiece of Salinas where the community can come together and learn about nature and ecological restoration.

New Police Headquarters


In 2014 the City completed a Needs Study which recommended a 95,000 square foot facility, followed by the City's acquisition of 312 East Alisal Street property through a transaction with the County of Monterey whereby the City exchanged the Church of the Nazarene property located on North Sanborn Road for the property located at 312 East Alisal Stree, in 2016. 

In April 2017, the Salinas City Council agreed to issue an RFP for the development of a 75,000 square foot Police Service Headquarters on the East Alisal Street property. Construction is in full force and the Police Station is expected to open in the first half of 2020.

El Gabilan Library Project


City Council on May 15th, 2018 approved the funding plan to build a 21,000 square foot library in North Salinas. After more than a year of public feedback and analysis, the Council's vote promises to usher in a new chapter for the Salinas Public Library. The new library will officially be breaking ground this Fall to build a much needed library that will replace the small El Gabilan Library.
